Show Notes & Description

I am not letting this go. Just because public outrage has seemingly halted the government from implementing the 30% bumi rule on tuition centers does not mean the rot goes away. Lets unpeel the true rot in the onion even if we are going to be weeping till dawn. The systemic rot need to stop. It benefits no one except the political elite and crony class.

We have a country to save.

♠ CHAPTER 1 · 0:00 · THE TUITION CENTRE QUOTA FIASCO

Welcome back to Gutshot. I'm Sam and today it's the world according to Sam. We need to talk about something so absurd, so completely detached from reality that you think it was written as a comedy sketch if it were ruining our country. Just a couple of days ago, the Ministry of Education announced they are dropping the 30% bumutra equity rule for private tuition centers. Now on paper you might say hey great news common sense world common sense warn right the government listen they drop the rule everybody goes home happy on a second stop and think about why that rule was

even on the table in the first place. Picture this. You're a retired math teacher. You spent 20 years saving up every ringit you have. You ran a small shop lot above a bakery, buy whiteboards, install an air con, and start a small tuition center. You work 60 hours a week helping neighborhood kids pass SPM algebra. Then renewal time comes around and the bureaucrat behind the counter looks at you in the eye and says, "Nice business you got here. If you want to keep operating next year, you need to hand over 30% of your company equity for a tuition center. This to me is nothing short of state

♠ CHAPTER 2 · 1:38 · STATE-SANCTIONED EXTORTION AND CORPORATE MAFIAS

sanctioned extortion, not a multi-billion ring highway concession, not a statebacked monopoly, a neighborhood tuition center. There are many more like this we should know. This exposes the fundamental rot of Malaysia's affirmative action apparatus. It has completely abandoned its original purpose and turned into a system designed to rob Peter to pay Paul. Except Paul isn't a struggling family in the rural village. Paul is an elite with the capital to sit back and call collect corporate equity. Sometimes Peter is even coerced to hand over that 30% slice of free free of charge

because Paul knows Peter has no choice unless he wants to lose his license. This is the exact playbook of what people now call the corporate mafia. a sophisticated extortion scheme born out of elite leverage over normal everyday hardworking business people. Let's be brutally honest, shall we, about how these quota rules actually play out. When the new economic policy was created back in the 70s, the goal was supposed to be poverty eradication, uplifting rural communities and building real skills and leveling the playing field. Instead, over the 50 years, it's become

a mechanism where hardworking Malaysians build something out of nothing through blood, sweat, and tears only for the government to step in and demand a slice being given away. And who actually gets that piece? Does that 30% equity go to the struggling B40 family in Clantan to a single mother in PPR flat? Does it build a single new school or train a single teacher? Of course not. A stuttering family does not have the capital to hold equity shares in a private company. The people who benefit are well-connected elites who sit in boardrooms and collect pive shares just for having the right race on

the IC. Its wealth redistribution in reverse, squeezing the middle class entrepreneur to enrich the politically connected aristocracy. And this is precisely why I detest our corporate and political elites of all races. They were all complicit in building the race-based economic ecosystem. And let me tell you why this hits home for me. I didn't get handed a business on a silver platter. I started my business by grinding for eight long years at Shell, carefully saving up capital ringit by ringit. I sold my nonboommy lot house in Miri for a profit of approximately 1,0020,000

ringit. That was my entire startup capital. In the beginning, I took zero salary running a three-man operation just to keep the lights on. Then few years later, my two Chinese partners in oil and gas and me, we took up shares in what later become Padana Petroleum Bhad. I took on a margin loan from CIMB. When the 2008 global financial crisis hit, it almost killed me. I had to take a second mortgage on my home just to keep my margin afloat. My partners and I worked like dogs to build two public listed corporation from the ground up. So imagine how I feel as a Malay man seeing my blood, sweat and

tears erased, lumped together with these parasite elites just because of what my IC says I am. And then this elite turn around and point to state back funds and GLIC's as proof that the system works for the masses. But let's look at the actual numbers, shall we? Over 80 to 80 to 85% of Bumi Bumiutra ASV holders having balances under 5,000 ringit to 10,000 ringit. In tab 80% of depositors hold under 10,000 ringit. In fact only five to 8% have more than 50,000 ringit. Mindboggling ain't it? So ask yourself who is really occupying the top tier? Who are the highly paid individuals

supposedly managing these massive collective funds of the poor? the ones taking up board seats, collecting pink slips and getting offered discounted shares in PLC's and GLC's. It's definitely not your local machi goring. It's not the young guy selling durian in front of CINB in TTDI. It's not even your average middle class buoy. Is the same protected elite class at the very top. Their corporate proxies and cronies. Look at the destructive incentive structure this creates. If you tell an entrepreneur, work hard, take all the risk, build a business, but we are going to force you to give up a

third of it. What happens? Smart, hardworking people stop investing. They pack up their their talents, their capital, and their ideas and move to Singapore, Australia, or anywhere else where sweat equity actually means something. Meanwhile, the people receiving this free equity have no skin in the game. You don't build comparative entrepreneurship at gunpoint. You just create dependency at the top and deep resentment from everywhere else. The fact that the education ministry actually tried to enforce this on small tuition centers shows how completely blind the system has become.

They treat human lives, savings, and livelihood of other people like numbers on a spreadsheet. Dropping the rule for tuition center isn't a grand triumph of reform. It's just the bare minimum of sanity. The fact that it took public outrage just to stop the government from taxing small tuition operators out the their own businesses shows how deep and how rotten it has become. until Malaysia pivots from race-based elite enriching quota system to a true need-based policy that helps the poor regardless of whether they are Malay, Chinese, Indian, da or kadazan. We are

going to keep running in this exact same circle. Stop robbing Peter to pay Paul political cronies. Let the let the teachers teach. Let the entrepreneurs build. Let's start helping the people who actually need it. We all need to step up because we have a country to save. Thank you.
